Yes, in many cases you can leave the airport during a four hour layover, but it depends on a few important factors. You'll need to consider immigration procedures, visa requirements, travel time to and from the airport, and how long it will take to get back through security before your next flight.

If the airport is close to the city and transportation is quick, you may have enough time to grab a local meal, enjoy a nearby attraction, or simply get some fresh air. After landing, exiting the airport, returning, and boarding your next flight, your free time may only be around one to two hours.
